I have been able to use the builtin VPN for a couple of months now. In the past week, when I try to turn on the VPN, I receive a message that I am not connected to the internet, even though I already am.

What is the issue?

Have you tried a search - top right [search questions . . .] [a message that I am not connected to the internet ]
