thunderbird 52.1.0 "send to email recipient" right click context menu selection not working

Running TB 52.1.0 on Windows XP SP3.

1. When I select a file in Windows Explorer and right click "Send to... Email Recipient" TB does not open the Write new msg window

2. If I close TB and do step 1 again, TB starts up but does not open a new Write msg window

3. Reverted to 45.8.0 and it works fine.
