Why are some of our e-mails delayed for hours but if we close Mozilla and re-open it, new e-mails appear?

I am using Windows 10. This problem of delayed "incoming" e-mails are frequently delayed for as much as four hours. I have checked with our ISP and they have proved there is no delay in their system. Our remedy so far has been to close Mozilla, wait a few seconds, and restart this e-mail program. Delayed e-mails, if any, are then displayed. This started six or so months ago.
