Thunderbird 38.2.0 doesn't check for incoming mail, freezes
I've used Thunderbird for years without issue. Update 38.2.0 was so bad for me that I had to uninstall it. Issues:
1) wouldn't check for incoming mail 2) popped up informational windows that had no text and not even the closing 'x' in the corner (tho I could click the upper right blankness and it would close) 3) screen would freeze. At least the closing 'x' still worked -- but that's the only thing that did.
Every update I've ever had before this one was seamlessly integrated. This one was painful.
My question is when will there be an update to fix these problems?

Please update to version 38.3.0 which is out today. Will probably fix your problem.

What is your anti-virus software?

Try to start *Windows* in safe mode with networking enabled.

Still in Windows safe mode, start Thunderbird in safe mode.

It seems to work okay with Windows and Thunderbird in safe mode.
Windows safe mode disables the anti-virus software. So that's most likely the culprit. Tell your anti-virus software not to scan the Thunderbird profile folder by creating an exception for it. So this helped for a while, but tonight when my computer came back up from sleeping, I asked Thunderbird to check for email, got one of those empty diagnostic boxes again and a frozen Thurderbird. Had to kill and restart again. So. Better but not fixed.
I think it's fair to say that TB38.2.0 has a known fault with failing to recover from hibernation. I am not familiar with the various sleep/hibernate modes; I don't use them myself, having found them too troublesome generally.
In this case, TB38.3. 0 (coming "real soon") should, I hear, fix this particular issue.
One other thing to try, especially with display corruption issues is to disable hardware acceleration, found in Thunderbird under Tools|Options|Advanced→General
