Alcatel has a Mobile Upgrade tool here: http://www.alcatelonetouch.com/global-en/support/download/fire_c.html

I don't know if Alcatel offers a Firefox OS 2.0 update; you may try updating Firefox OS by launching the Settings app, then going to Device information > System Updates > Check for updates. If you are alerted that the system is up to date, then most likely, Alcatel has not released a Firefox OS 2.0 update for the OneTouch Fire C.
