I want to turn off the header that says firefox prevents opening new page. Others have asked and been answered to make a selection under "tools" to do this, but my version (3.6) does not have the same configuration under "tools" that previous questioners have been advised to use. I can only select web search, downlaods, set up synch, erros console, web console, page info, start private browing, clear recent history. Which one?

See:

  • Firefox > Preferences > Advanced > General : Accessibility : [ ] "Warn me when web sites try to redirect or reload the page"

The setting in "Firefox > Preferences > Advanced > General" is meant as an accessibility feature, as you can see by the label of that section, so that people with disabilities or people who use screen readers do not get confused and is not meant as a safety protection to stop redirecting.
