Mozilla VPN is a standalone subscription based VPN app as it you pay either monthly or annually plans with unlimited data usage. I have not heard of any free to use plans with the Mozilla VPN app. https://vpn.mozilla.org
It is the built-in VPN in desktop (and more recently Firefox for Android) that is free to use with a 50GB data usage that resets on 1st of new month. It routes browser traffic through proxy servers. https://support.mozilla.org/en-US/kb/built-in-vpn
