No, they can have various licenses.

One example is a popular addon from LanguageTooler that both is "all rights reserved" and some features require a payment.

But in general authors usually use a free license, or at least make it source available.

The addons community is active at discourse.mozilla.org/c/add-ons/35 if you need a better place to ask around for details.
