On some of the regular websites i go into like 'ask jeeves' ' facebook' and several others that i frequent i have lost the scroll bar so i cannot scroll down. Yet on others like this one i have a scroll bar. I do not know how too remedy this.

What theme are you using? There were a few third party themes that developed problems with scrollbars, although the ones I used had no scrollbars with any site. Borrowing scrollbar.css files from themes which had no such problem fixed the themes.
