That has always been the behavior for Firefox, it is a security feature to prevent the spread of malware/viruses from accidentally being run.

You can try the OpenDownload add-on, but I don't know if it works with the beta builds. To install that add-on you may need to install another add-on first. The Add-on Compatibility Reporter add-on is designed to let you test add-ons that are not shown as compatible with the latest beta to see if they work.
