The built-in VPN is currently only in desktop Firefox. https://support.mozilla.org/en-US/kb/built-in-vpn

Firefox for Android may be getting it soon though it is not in Fx 152.0 currently.

Firefox for iOS/iPadOS is basically a shell for webkit so.. not sure..
