Would you be using a computer running macOS by any chance? I think I remember this being an accessibility option.
yes I am. I've seen threads both here and on bugzilla about this eyesore popping up out of nowhere going back years, it then supposedly gets fixed, and here I am. no amount of fiddling with 'ring focus' or whatever it's called in about:config has any effect - is 'accessibility' here used in reference to OS or FF?
