Why would it not be legit. All it is doing is giving you information and is not asking for any personal information.

Also if you searched for say Firefox Monitor in a search engine it would give you https://monitor.firefox.com/ https://monitor.firefox.com/breaches https://monitor.firefox.com/about

Also you can opt out if you prefer not to be alerted when your email may have been compromised by a website breach of information where you have an account at.
