I am using a Moto G Power with the latest updates and Firefox is updated as well and I can't download anything from any site. I am usually just trying to download PDF menu's from various restaurants and the download never completes. I tried downloading a PDF from the Lego website and it does the same thing. The download "starts" and it displays on my phones drop down screen but it ultimately fails. It's been doing this for about 3 weeks now but not sure how long before the issue may have started.
