The window is initiated from TB to comply with Google's authentication process, but it depends on javascript being enabled in the browser. In Firefox, enter about:config in the address bar and see if javascript.enabled is true. Javascript is not available in TB for mail but it is enabled for RSS.

If it was that simple, I was not here. Regardless the standard browser (Edge, Internet Explorer, Chrome of Firefox) I got his message.

I will never know what caused this, because I have deleted everything, did a fresh install of 60.3.1 including all accounts, extension and language packs.
