If my understanding is correct Lightning uses your operating system default time format. So I assume you need to change windows 10s default to 12hour from 24 hour.

I tried locating information on the Microsoft site, but it was just not helpful. so see about half way down this page http://www.sysprobs.com/change-date-format-windows-7-ddmmyyyy
