Firefox 7.0.1 intallation wizard never appears. After selecting that the installation is for the local user, the installation simply closes (no messages). What is preventing firefox from installing?

I am running the installing for Windows Vista. I previously had firefox working. I uninstalled it, removed all files from appdata but it the installation simply dies now. any help is appreciated.
