can not add certificate to firefox esr 60.0 on windows using certutil

Hi,

I am using certutil in the nss.3.8 and library from nspr-4.6 to add my certificate to firefox esr 60.0 but its not working. I think it only update the cert8.db, not cert9.db and when I add sql: prefix to the db directory I get this error NSS_Initialize failed:security library: bad database
