Problem solved. Installing net Framework 4.5.2 Fixed the issue.

I tried that in the beginning. I can get in on my tablet but not on PC . There has to be something in my PC settings that changed overnight

restarted router to no avail. I am downloading net Framework4.5.2 .I will advise if this works
