I'm looking for a way to enable a proxy based on which network I am connected to. It could be changed according to which WAN IP I have or which Wifi network I am connected to (I don't believe extension-API's have access to this information).

But if anyone knows any smart extensions from off memory that could do this that would be nice :)

Otherwise maybe I will have to create it myself? :)

Currently it seems most proxy changers are profiles, URL-specific patterns or a simple on/off toggle feature.

Have you tried using the built-in proxy features under the Options menu? At the bottom of the 'General Tab' in options there is a Network Proxy settings menu - http://i.imgur.com/LFqIGQ8.png
