why does options page reset to general category?
This is my first ever complaint about firefox and i've been using it for years. I had been using firefox 31 for a while. In that version and all previous versions that I used the Tools - Options opened as a dialog box. Now it opens within firefox itself. But that is not my complaint. I can live with that.
My complaint is that previously the last tab that was open when I closed the options dialog box was the first tab that appeared when I opened the options dialog box next time. This made it easy and convenient to change the Privacy settings as I regularly did by turning cookies on and off.
Now every time I open the Options page it starts in the General category even though the General category was not the open tab when I closed it. Why? Why? Why? Why not open in the last tab that was open? Doesn't that make more sense? If there is a setting that someone changes regularly it is more convenient to open in the last tab. That was how it had always worked in firefox for many many years and it worked fine. Now you have changed it. Please go back to the way it was.

Sorry, but, it looks like this is not going to change, based on this entry in the bug tracking system:
1012368 – In-Content preferences should remember the previously selected section / category / pane
You could bookmark about:preferences#privacy to jump to that panel. Not sure if that's any faster/slower than using the options button.
Or just keep it open in a tab at all times?
