Reply windows can't be accessed

Since I did the most recent upgrade now whenever I hit reply or "write" on a message, it flashes the box around the main Thunderbird screen, opens a second box on the taskbar (jpg attached), as it should, but when I click on the secondary reply/write box it ignores opening that box so I can't write or reply. It just opens the window under it. I'm using Windows 7 Ultimate on a 64bit machine.
