Firefox keeps saying it is already open, to restart computer; but it is NOT open, and resarting computer doesn't help.

All of a sudden I can't open Firefox. Every time I try, I get a pop-up that says to the effect that Firefox is already open and running, and I need to either close it or restart the computer. It is NOT open, so there is nothing I can close; and restarting the computer doesn't help.
