tab groups don't work as advertised

The article at https://support.mozilla.org/en-US/kb/tab-groups says (and shows a mockup animation) to drag a tab onto another tab to create a tab group. It also says the feature is being rolled out in v137 and will be available to all users by May 6.

It's May 8, and I'm using v138, but dragging a tab onto another tab just reorders the tabs.

The feature was "launched" disabled for a large number of users. Go to `about:config` and find `browser.tabs.groups.enabled`.

If you have telemetry turned off then you may not see it yet. A dot release planned for next week should fix this for those.

@cerzol, enabling that config option didn't solve the problem.

That *may* be related to what @James suggests (that it won't work with "telemetry turned off"). I'll wait for the "dot release" he mentions to see whether that fixes the problem.
