Usually cursor or mouse actions issue are caused by bad mouse/keyboard driver. And a fix is to download the latest driver from the manufacture and then uninstall the old one and reinstall the updated driver. If this doesn't work it could be a dirty mouse that needs cleaning or failing mouse device-that might need to be replaced.
