Looks like Microsoft Edge on Windows 10. But it's not Windows 10?

The info in that thread is incorrect as Firefox portable uses the official Firefox builds bundled with a custom launcher to keeps the Profile self contained with it so it can well run completely off a usb flash drive for example.
