How do I fix an "incorrect greeting" error when sending mail?

Often we see that error associated with connecting to ISP mail servers from a network connection not supplied by that ISP, such as a coffee shop or place of employments.

Basically in those instances the ISP only allows connections from their own network, not the wider internet,

This is from my home computer, a desk top. My tablet works fine from the home wifi.
