Hello roode, not exist, try from command line the next command and you can open the about:preferences tab in a new window.

firefox -preferences

You can also consider to create a bookmark to the about:preferences page on the Bookmarks Toolbar or consider to pin the about:preferences page, so it is always available as a tab. This also makes it possible to quickly access this tab when many tabs are open.
