Video feeds start and stop - why?

This is a live video feed that frequently goes into a pause and then restarts. Could this have something to do with a cache limitation? At times, I also get a 404 error on same page - nowhere else.

I tried to upload an image but the upload alsofailed.

To test your question about the cache, the default limit can be changed in the browser settings > about:preferences#advanced > Under the Network tab i

I did not get a video to appear at this time, however that might be because of the time change.
