Why does the download manager window clear itself immediately after a download?

I upgraded to ver 3.6.12 but it didn't fix the problem. The 'clear list' button in the download manager is always greyed out because the list is always deleted after each download.

Tools > Options > Privacy > History: "Remember download history"
