Hello,
First, verify your account is signed in on both devices.
Next, go on both devices and make sure sync bookmarks is checked for both devices.
After that, try disconnecting sync for both devices simultaneously (if possible), or do a signout-signin for both devices.
Next, if it doesn't work, on the desktop version of firefox, go to Help> More Troubleshooting Information (or about:support), find the Places Database section, and click Verify Integrity.
