Thunderbird keeps inappropriately bringing up UAC

I have Thunderbird installed for lots of users on windows 11. Recent updates caused Thunderbird to ask again to set as default, as is normal. However, if you ask it to set as default it brings up a UAC dialog. However, I have installed as a user, and am asking to change a user setting. UAC is inappropriate for the situation.

If I ask Thunderbird to uninstall is again pops up a UAC dialog even though it is not necessary and inappropriate.

Why is Thunderbird asking for more permissions?

This appears to be a Windows issue, not a Thunderbird one. Thunderbird was developed to be indifferent from the OS. I suggest trying on a Windows forum for more insight. Thank you.
