Also may have to download Adobe Reader to force PDF or use that instead of Firefox PDF as it is a work in progress. If you can open the PDF then can Print to File.

One issue that seems more common lately is Firefox's Tracking Protection feature. When it is blocking content in a page, a shield icon will appear at the left end of the address bar next to the padlock icon. There is security software like Avast/AVG, Kaspersky, BitDefender and ESET that intercept secure connections and send their own certificate.

If you have any of the security software please see their community forum for a work aeound.

Is this about downloading PDF files and saving the files locally or about opening PDF files in a tab and using the builtin PDF Viewer?

To save a file you can usually use the right-click context menu on a link (Save Link As).
