When I type into input fields, after a few characters the Inspector window pops up. Why?

This started recently, possibly after a recent update when I was asked to reset default settings. When entering text into input fields, I type 1-3 characters and the debugger pops up in the Inspector window. There does not seem to be any correlation to the URL or to the characters that I've typed.

You may have turned on caret browsing <F7> by accident.

Caret Out {web link} Disables change of the caret browse mode by shortcut key(F7).

I could not seem to use F7 to turn this off, but the "Caret Out" plugin seems to have fixed the problem.
