I "refreshed" Firefox. When I opened it up I discovered that "Welcome to Doonesbury", a political cartoon from The Washington Post was now deemed " forbidden" from this server. Can you correct?

Under the heading FORBIDDEN is the message “You do not have access / with this server.”

You may see forbidden if a website does not recognize your browser as an end-user browser but instead as a "bot" attempting to scrape content from the site. It also may show forbidden to requests from certain networks. If you use security/privacy software/add-ons/services that might change how your Firefox or your network connection appears, these might be causing the issue. These include, for example:
