Cannot open web page in new tab in V 3.6.13

I am using FF V. 3.6.13 with VISTA & Norton Security Suite. When I am in a web site and I click on a link, nothing happens. I have to right click on the link, chose "Open Link In New Tab" to get anything to happen. On some web sites I am unable to download a file. I have checked all my security settings, I have "open in a new tab" selected in FF, and I have turned off Norton Security Suite. I noticed this began right after I updated FF to the newest version. Anyone know how to resolve this problem? Your help will be appreciated.

I am also having this problem, but in Windows XP and after trying and removing FF 4.07B. I my case FF doesn't even have a tab for the opening page. Tried as stated above by "sierradave". As above thanks in advance. Rayz
