I keep getting spam where the option of marking it aw junk has been disabled, apparently by the sender. The JUNK button on the menu bar is grayed out, and the route of using the OPTION key and marking the item as junk doesn't work either.

It's not possible for a sender to do this.

What is your version and OS? And does the problem go away with Help > Troubleshoot Mode?
