refresh page causes view to jump else where on the page

When I am working on my website (Google sites) I may edit the page, or I may not change the page, but when I reload to refresh the page the view jumps a long way from where I was looking. This makes it difficult to work on my website .

It looks like there is a feature in that refresh does two jumps as if something is preventing some sort of automatic bookmark feature from working?

More detail; the issue is apprent on Windows, Linux and android 12. It may also be common to other browsers?
