How do i find my page controls??Im interested in controlling page "snap"
When clicking certain links..especially on FB i have to scroll down to the link every time. How do i stop the page from snapping to the top??

You can open links in a new tab with a middle-click or hold down the Ctrl key and left-click the link.
You can close the tab to go back to the original page.
