how do I change the position of the arrows of the scroll bar?

I would like to have the "up" arrow on top of the scroll bar and the down arrow on the downside. They both are on the downside now. Since I workwith Linux Cinnamon the position has changed.

That sounds like a system setting, not a Firefox setting.
