Unable to utilize Sync | Backup
I am unable to follow instructions for activating Backup in Firefox. I don't even have a Manage Backup button. What I have in its place is:
Backup
Restore your data Use a Firefox backup file from another device to restore your data.
Choose backup file...

Post a full browser screenshot showing where you are seeing that option.

Are you on Windows 10? Currently, creating backups is not available on other OSs. Particularly, on Windows 11, you can only restore from already created backups. Is that your case?
