Why cant I transfer bookmarks from Vista/IE 9 to latest version Firefox

I am running IE9 on Vista Home Premium and have a large Favorites file. IE 9 has a problem with particular sites so I downloaded the latest Firefox as an alternative browser. The download was successful but I have to enter all URLs manually.

I have tried to transfer both all "Favorites" bookmarks in bulk, and as separate HTML s, according to instructions in the article but no bookmarks from IE 9 appear in Firefox. Are there more detailed instructions available or am I attempting the impossible.

Can you open this HTML backup in a Firefox tab (File > Open File)?

Did you try using the instructions at Import Bookmarks and other data from Microsoft Edge  ?
