'Always ask me where to save files' option does not give folder selection prompt

Hello,

I have set option 'Tools > Options > General > Downloads > Always ask me where to save files'. But I noticed that when I try to download any attachment from any website, it does not prompt for folder selection and no download takes place.

I tried various tips mentioned in below threads, but none of them worked.

Any ideas how to solve this?

Since no downloads work, is there a firewall or antivirus that might be controlling all downloads?
