I know nothing about the iPad, but the question comes down to:

a) what can the iPad mail application or address book import? b) which of the answers to (a) can Thunderbird generate?

Thunderbird can generate LDIF and CSV files, and with a suitable add-on, vCard files. How would you physically load these into the iPad, even if they were compatible? Is wifi or bluetooth a viable transfer medium between the two devices?

Can the iPad synchronize with any external contacts system, such as Google Contacts?

This article suggests that some Apple products can work with CSV, LDIF and vCard data.

I suspect that the most likely approach that will work is to send vCards as email attachments from Thunderbird, and to open and accept the vCards on the iPad.
