I want my browser set to never remember history. It keeps resetting to "use custom settings" How do I fix that?

When trying to log on to my account at AT&T I get a "timed out" message. I've spent many hours on the phone with ATT and they say it's a problem with the browser settings. But, I can access other secure accounts I have with other sites. Is there something in my browser settings that need changing for the ATT site? Also, if i use my phone without a wifi connected, I am able to log on at ATT.
