How to scroll in Firefox for Amazon fire tv?

When a dialogue box pops up while on a web page, khan academy.com, for instance, sometimes there is a scroll bar, sometimes not. Whichever it is, when I attempt to scroll, the web page behind the text box scrolls, and not the dialogue box on top.
