The updates are managed by the manufacturers, and they are the ones that specify when and if devices will receive updates.

if i flash an android device and install firefos os on it how can i recieve updates?

To receive updates on a device with a custom build of Firefox OS you would have to either compile and build the updates from the source code, or download an image from someone who already did that.

Please be aware that flashing the system can cause your device to become unusable.
