Default homepage ignored, opens German version
My default homepage is msn.com. A few days ago the default is ignored and a German version opens:
http://de.msn.com/?rd=1
along with a popup showing: Aus Deutschland? Nutzen Sie MSN Deutschland!
Wir haben bemerkt, dass Sie MSN.COM aus einem Land aufrufen, für das es ein eigenes MSN Angebot gibt. Was möchten Sie tun?

When I select #2 it opens:

I've run a few different scans and don't have any viruses or spyware. I've also cleared everything with ccleaner and have no registry issues.

I have this problem also and cannot find any solution, to date.
You have to have cookies and javascript enabled for the link to take you to the English website. When I click it it takes me to the link I posted first.
Clear the cache and the cookies from sites that cause problems.
- "Clear the Cache": Tools > Options > Advanced > Network > Offline Storage (Cache): "Clear Now"
- "Remove the Cookies" from sites causing problems: Tools > Options > Privacy > Cookies: "Show Cookies"
