Version 3.6.8 doesn't show frames
I just downloaded/installed Version 3.6.8 from Cnet. Out of the box, it doesn't display frames.
Fixed after I installed java 1.6 Plug in

As for your issue, did you had another version of Firefox previously installed? If you did, can you please try it in a new (temporary) Firefox profile and see if the issue is still present? See this article to know how to create a new Firefox profile. Please report back the results.
If this is your first install and you didn't have any version of Firefox before (or any Firefox profile on your system), have you checked your firewall/antivirus/security suite for settings that may be causing this?

If you do have that old version then uninstall that version and reinstall the latest Firefox version from http://www.mozilla.com/firefox/all.html
