I have two windows devices and I have a lot of passwords saved on one of the devices and when I try to use those passwords on my other device they are not there. Going into the about:logins section I see that there are only a few passwords saved there despite having many saved on the first device. I have made sure that I am signed in, and that sync is enabled and yet it still doesn't work.

Sync doesn't always sync instantaneous sometimes you need to leave both sync devices logged in for some times for sync to work. Firefox sync doesn't always update right away. And Firefox sync system can be overwhelmed and sometimes it takes time to sync both system.

You can possibly transfer logins.json and key4.db directly from one device to the profile folder on the new device if Sync isn't working.

You can copy certain files with Firefox closed to the current profile folder to transfer or recover personal data. Note that best is to avoid copying a full profile folder.

You can use the button on the "Help -> More Troubleshooting Information" (about:support) page to go to the current Firefox profile folder or use the about:profiles page (Root directory).
